New urban planning and architectural solution for the apartment buildings at Tuisu 21

RÕÕS is a planning proposal that aims to create a calm, high-quality living environment with a clear urban structure. The blocks are given a strong framework of perimeter street buildings that establish a rhythmic, active street edge, and protect the interior from noise and winds. Behind them, lower courtyard buildings create a more family-oriented character and a quieter outdoor space. This forms a natural transition from the public city realm to a semi-private residential courtyard.

The layout combines the clarity of a traditional block structure with the openness of a free-plan arrangement. The building volumes are offset to open up views, bring daylight deeper into the courtyards, and avoid direct window-to-window situations. Building heights step up from southwest to northeast to capture the evening sun and keep the courtyards bright. The taller volumes enable long views and roof terraces. 

The open space follows a clear public–semi-private–private hierarchy: the street edge is active, the courtyards are sheltered and car-free, and the site is anchored by a northwest–southeast pedestrian and cycling route that links the squares and courtyard areas into one coherent whole. The existing pines are preserved, and stormwater is managed through an infiltration pond and permeable surfaces.
