New main building of the Ministry of the Interior

LEEVIKE is the new building for the Ministry of the Interior, conceived in response to its location within the urban landscape between Kalamaja Cemetery Park, Seaplane Harbour and Vesilennuki Street. Placed on a triangular site, the monolithic volume opens its sharply angled ends toward the sea and the park, connecting the building to the surrounding movement corridors and public realm. At the main entrance, the edge of the landscape platform rises in a curved gesture, opening a view toward the inner courtyard and establishing a dialogue with the neighbouring Environmental House.  

The spatial and security concept is fully integrated with the landscape. The elevated planted platform on which the building is set functions as a physical security barrier while avoiding the appearance of a visual enclosure. In this way, the building is surrounded by a restricted zone with a moat-like effect that maintains openness and clarity in the streetscape. Public functions, the foyer and hall are located on the lower floors, while the workspaces occupy the upper levels. Multi-storey atriums at the ends of the building bring spaciousness and daylight deep into the interior.  

The architectural character is defined by the contrast between a strong, tightly patterned façade rhythm and large glazed surfaces. The central office section is screened behind a dense metal louvre façade, while at the building’s ends the rhythm opens up and becomes more transparent. Dark metal surfaces, glazed façades, copper details and the landscape-integrated courtyard give the building a clear identity and a dignified yet restrained character.
