HOOV is a mixed-use urban block designed for the corner of Tiigi and Vaksali streets, centred around a public and active inner courtyard. The building ensemble wraps around the courtyard in response to the surrounding urban fabric and heritage protection requirements, bringing together retail, commercial, office and residential functions into one coherent whole. Active ground-floor frontages and passages opening toward Tiigi Street and the railway station draw urban life into the heart of the block.  

The architectural identity is defined by larch façades, glazed building ends and a stepped courtyard open to the sun. The scheme is complemented by underground parking, landscaped terraces and the possibility for phased construction. HOOV combines a clear urban structure, a diverse programme and a strong contemporary architectural character.
